Launched Offers Are Not Visible In Search Window Of Migration Rule (Doc ID 2921224.1)

Symptoms

On : 11.13.22.04.0 version, Manage Product Offers/Administration Screens

When attempting to create the new migration rule for previous launched offers, some packages are not visible for the subject entity.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create offer.
2. Launch offer.
3. Search offer in migration rules windows.


Changes

The expected offers were not Sellable (Orderable). 

The Subject offer list is retrieved based on the following API

Method: GET

URI: /crmRestApi/atcProductCatalog/11.13.18.05/tmf-api/productCatalogManagement/v4/productOffering?eligibleForProject={project_id}&isBundle=true&isSellable=true&fields=id,name,lifecycleStatus,version,isBundle,isSellable,validFor&name={offer_name}

As per the API query parameters, the offer should be Bundle, Sellable, and eligible for the rule initiative.
