CancelRequisitionFlag in Change Order Operation is not working.

<nsmpr9:CancelRequisitionFlag>True</nsmpr9:CancelRequisitionFlag>
is passed but the requisition is being reinstated instead of being cancelled.

No error, payload is executed with success.




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Configure Requisitioning Business Function has Cancel Unfulfilled Demand
= Optionally
2. Create a requisition for 10 EA
3. Create a purchase order for 10 EA
4. Receive the purchase order partially 2EA
5. Run the purchase order webservice payload with CancelRequisitionFlag= True
6. Review purchase order
Purchase order is canceled
7. Review Requisition
Requisition is not canceled
