Cannot Add an Instance Recovered from Backup to the Admin WebLogic Server restart_domain.sh Fails With "[host_index] attribute not found: syntax error: operand expected (error token is "[host_index] attribute not found")" (Doc ID 2921253.1)

Symptoms

After enabling the in-transit encryption in "<Prefix>-wls-1" node the instance failed to boot up. Then, trying to resolve it, the boot volume was deleted and recovered from the backup and got it assigned to a new instance with the same name "<Prefix>-wls-1" and same IP address.

Issue is that the new instance is not recognized by the Admin server which is located on the node instance "<Prefix>-wls-0".
Executing "restart_domain.sh" in the new instance "<Prefix>-wls-1" fails with "/opt/scripts/restart/setEnv.sh: line 19: [host_index] attribute not found: syntax error: operand expected (error token is "[host_index] attribute not found")".
The new instance already has the policy to read the OCI secrets.
When executing the update metadata for specifying the secret it has to use, an error is received that says that the metadata does not have such key "wls_admin_password_ocid".
When checking the metadata with the following command "curl -H "Authorization: Bearer Oracle" -L http://<IPAddress>/opc/v2/instance/metadata/" and comparing the "<Prefix>-wls-0" metadata there are a lot of the metadata missing from the new instance "<Prefix>-wls-1".
