Why isn't 'Activity List' the landing page for all the Resources when this option is selected in Display screen? (Doc ID 2921805.1)

Goal

We have the parameter 'Field Resource Landing Page' in Configuration > Field Resource Landing Page: set to 'Activity List'. Some users report they don't have Activity List as landing page. Why is that?
