RTV Shipment Is Not Allowing To Add Multiple UIN For The Same Item

Symptoms
When attempting to add multiple UINs of the same item that are in the unavailable bucket to an RTV the following error occurs.
"The return quantity cannot be greater than the unavailable stock quantity."
Steps To Recreate:
1-create a RTV shipment.
2-select the desired reason code to use unavailable stock
3- Add the UNI 1 from unavailable.
4- Try to add UIN 2 of the same item also from unavailable
5- See the above error
