Custom ESS Job Set Do Not Start 2nd ESS Job When Step ID Includes Dot Character

Symptoms
When creating a custom ESS Job Set with below ESS Job Set, 1st ESS Job ends successfully but 2nd ESS Job will not start. This results in customer ESS Job Set status : Running and does not end.
1) Synchronize Person Records
2) Refresh Manager Hierarchy
Steps
1. Setup and Maintenance > Task > Search
Manage Enterprise Scheduler Job Definitions and Job Sets for Human Capital Management and Related Applications
2. Manage Job Sets > Click + icon (Create icon)
3. Create Job Sets
Name : TESTJOBSET1
Display Name : TESTJOBSET1
Package : /oracle/apps/ess/custom
Job Set Steps
Serial : check
4. Click + icon (Add Job Set Step)
Step ID : 10.PersonSynchronization
Job : PersonSynchronization
Package : /oracle/apps/ess/hcm/person/search/
Insert into main diagram : check
5. Press OK
6. Click + icon (Add Job Set Step)
Step ID : 20.FlattenedManagerHierachyProcess
Job : FlattenedManagerHierachyProcess
Package : /oracle/apps/ess/hcm/employment/flattenedManagerHierarchy/
Insert into main diagram : check
7. Press OK
8. Application Defined Properties

9. On System Properties click + icon (Add System Property icon)

10. Save and Close
11. Tool > Scheduled Processes
12. Click Schedule New Process
Type : Job Set
Name : TESTJOBSET1
13. Click Submit
14. View : Check Hierarchy and Search
15. ESS Job Set : TESTJOBSET1 is Status : Running
1st ESS Job : Synchronize Person Records ends with Status Succeeded. But 2nd ESS Job : Refresh Manager Hierarchy does not start.
