PROBLEM DESCRIPTION:

When Offer creation flow is invoked for requisition created from position where position sync is enabled, the Hiring Manager field is auto-populated based on position incumbent selected and is read-only. But when the same offer is getting edited, it is allowing the Hiring Manager field to get edited which is causing problem.

REPLICATION STEPS-
1. Create a requisition by position with sync on and.
2. Create an offer for a candidate for that requisition and see that in the Offer Team Section, the Hiring Manager field is auto-populated and is read-only
3. Now Save and Close the offer
4. Now click on actions > Edit offer
5. Continue till Offer Team section without changing any values in assignment info section or any other section and notice that the HM is editable even after position sync is enabled and the value defaulted in HM fields is the incumbent for position selected.
