Fusion Global HR: Seniority Date Records Violating Unique Constraint - Correct ESS Job Errors Out (Doc ID 2923004.1)

Symptoms

When attempting to run the "Seniority Date Records Violating Unique Constraint - Correct" diagnostic test for a Person in Validate or Commit mode,
the following error occurs.

ERROR
-----------------------
Critical: message: "ORA-00923: FROM keyword not found where expected".
oracle.apps.fnd.appltest.diagfwk.common.DiagfwkException Caused by: java.lang.Exception: Unexpected error with code "-923"
Fix Information: Please consult your system administrator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage Seniority Dates > Shows up some Seniority Date as last calculated
2. Click Recalculate Seniority to process > the last calculated date has not changed.
3. Now run "Seniority Date Records Violating Unique Constraint - Correct" diagnostic test and it errors out
