P6 Project Notebook Topic Updates Are Not Imported To Primavera Analytics

EXPECTED BEHAVIOR

P6 Project Notebook Topic Updates Will Be Imported To Primavera Analytics

STEPS

The issue can be reproduced at will with the following steps:
1. Enable a project for publication.
2. Update only P6 Project Notebook Topics.
3. P6, Administration, Services, Enable Publish Projects is enabled and number of changes is set to zero.
4. P6 Project is not automatically published after notebook topics are updated.
