Symptoms

ACTUAL BEHAVIOR
---------------
When attempting to cancel a work relationship for a manager with direct reports and with position synchronization enabled, the following error is seen:

You can't cancel this work relationship because the person had, has, or will have direct reports. You need to assign the reports to other managers first. (PER-1532437) Details: If the relationship start date is same for all your direct reports, use the Direct Reports action from the user's quick navigation for whom you're canceling the work relationship. If the relationship start date is different for your direct reports, use the Change Manager action separately from each direct report's quick navigation. You need to reassign the direct reports on the start date of the supervisor relationship

The issue is on this same page, you can change manager for each direct. While the documentation says:

Canceling the Work Relationship for Managers Synchronized from Position

If you have selected the manager to be synchronized from the position without the option to override, you can't correct or remove the manager. This restriction is enforced by the application to prevent data corruption. You need to correct or remove the manager before you cancel the work relationship.

It doesn't seem the option to change manager should be allowed in this scenario.

EXPECTED BEHAVIOR
-----------------------
Expect to not have the option to change manager in this scenario,

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
My Client Groups > Cancel Work Relationship > the option to change manager is available on this page.
