Outbound Message from EICS to RICS (RIB) Fails With Error 'Caused by: oracle.retail.sim.server.integration.extservice.ExternalServiceException: error.extService.callFailed' (Doc ID 2923906.1)

Symptoms

When attempting to publish messages to the RIB (Within RICS) from SIOCS, the following error occurs.

Steps to Reproduce:

1. Create an Inv Adjustment in SIOCS
2. Check if InvAdjCre message has been processed in MPS_STAGED_MESSAGE
