Symptoms

DB system provisioning fails with following error in console:
Cannot access Object Storage using the subnet with the following OCID: ocid1.subnet.oc1.<region>.xxxxxxxxxxxx. Review your VCN configuration. If you need further assistance, contact Oracle Support.
