ACTUAL BEHAVIOR

Subtab Change History is not visible under Edit opportunity page for non admin users

EXPECTED BEHAVIOR
-----------------------

All users must be able to see Subtab: Change History


STEPS
-----------------------
The issue can be reproduced at will with the following steps:


log into application
Navigator>Sales>Opportunity
select a record
drill down
EDIT Opportunity page opens up
Subtab: Change History==> not visible to any user
