Cannot Approve a Price Change When there is a Active Clearance

Symptoms
RPCS does not allow to approve a price change when a clearance is active even when system option "Reset Clearance with Price Change" is checked.
Steps to reproduce:

1. Create a clearance markdown for an item 1 and location A, with an effective day for the current day.
2. Approve the clearance.
3. Check that the clearance was marked as 'Executed'
4. Create a price change for the same item and location, and same effective day.
5. Approve the price change. Check that the system created the following conflict:
The price event would cause a price change to take effect during clearance
