Oblpn Is Not Auto-assigned to Parcel Manifest (Doc ID 2924373.1)

Goal

OBLPN is NOT auto-assigned to Parcel Manifest as expected.

Per Online Users Guide:  Ship Via on an Order is set as Parcel Carrier, LPN should be auto-assigned to an open Manifest with the same Ship Via, after packed. However Order 0005 and 0006 in my environment were NOT assigned to the relevant manifest at all.
