On : 19.3 version, Data Conversion

When trying to upload POs via DC tool, there is an error

An Exchange Rate does not exist

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. load CREATE_PURCHASE_ORDERS file
2. see error in business validation
