How to Load Rating Level After Its Deletion (Doc ID 2924803.1)

Rating Levels used in the application is deleted causing orphaned records in the applications.

User story: Rating Model Proficiency is setup to have Rating Levels of 1 to 5. Competencies were created in UI and these Proficiency Ratings of 1 to 5 are used. HR Specialist modified the Rating Model Proficiency to only have Rating Levels between 1 and 4, the existing Rating Level 5 was removed intentionally.
Now the Competencies that have used the Rating Model Proficiency 5 is now failing and showing blank Proficiency Rating because the Proficiency 5 no longer exists for the Rating Model.
