DCA - Adding Supplier Information Results in "Invalid Markup Calculation Type: {0}. Must Be C or R" When RPM_MERCH_RETAIL_DEF.MARKUP_CALC_TYPE Is Null

Symptoms
Following the usage of the Data Conversion Application and the data load, user hit the front-end error: "Invalid markup calculation type: {0}. Must be C or R."
The DCA Validation is not ensuring that the RPM_MERCH_RETAIL_DEF.MARKUP_CALC_TYPE must be populated in case the SYSTEM_OPTIONS.RPM_IND = 'Y'.
The RPM_MERCH_RETAIL_DEF.MARKUP_CALC_TYPE is not mandatory in the file template.
Steps to reproduce:
Prerequisites: SYSTEM_OPTIONS.RPM_IND must be 'Y'.
1. Upload the RPM_MERCH_RETAIL_DEF template with NULL values under MARKUP_CALC_TYPE using the FTS instructions.
2. Connect to Data Conversion tool and import the file ( Tools > Data Conversion Folder > Import from File).
3. Execute the DCA data & business validation.
4. Connect into MFCS and open/ create one item with same department as the ones loaded on Step 1.
5. After adding Supplier information, notice the error "Invalid markup calculation type: {0}. Must be C or R".
