The Data Steward Dashboard Does Not Retrieve Incomplete Items

Symptoms
On: MFCS 19.3, RMS 19.3.014 version
In Data Steward Dashboard, you cannot see the incomplete Items, such as missing the required UDA attributes.
Steps to Reproduce
-----------------------
1. Create a Style and SKU without UDA details
2. Run Data Steward Report for the Dept/Class/SubClass with Create date details.
3. Notice that the Item does not show up in the incomplete Item report
