Symptoms
While attempting to process a balance adjustment, the following error is thrown:
ORA-20001: A previous process that was run for this payroll relationship has an unresolved error or is marked for retry. Details: Before running this process, resolve the error or retry the previous process, as appropriate. ORA-06512: at "FUSION.PAY_PROC_LOGGING", line 629 ORA-06512: at "FUSION.PAY_ACTION_CREATION", line 1998 ORA-06512: at line 1
STEPS

The issue can be reproduced at will with the following steps:
1. Login to the system.
2. From the Home Screen > Click on My Client Groups > Payroll
3. Click on Adjust Individual Balances
4. Enter required adjustment details > Submit
5. Note the Behavior Displayed
