On : APEX 21.1 version, Flow Builder
When attempting to use a dblink in a query inside APEX
the following error occurs.

ORA-25433: User <parsing_schema> Does Not Have INHERIT REMOTE PRIVILEGES Privilege On Connected User ORDS_PUBLIC_USER
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import the application that is working on an old DB/APEX version using dblinks.
2. Create the DB link and try to recompile the query that does use it.
Changes
Upgraded the DB to 19c and APEX to 21.X
