Does sensitive data audit only show data on the user to enter their data themselves? Or should it let you see HR admin entries?

The Sensitive Data Access Audit is not capturing those that we administrative made the elections for during Open Enrollment. I created a report using the criteria and it doesn't capture those that "Submitted Enrollment". I need accurate results for my audit to see who all enrolled, even if we did it administratively.

The front and application is missing the data, and the report itself is reflecting the missing data for a particular user.
The analysis is reflecting the front end applications information. There is not a reporting problem here,but customer needs explanation of functionality of app
