Orcle Identity Cloud Service - Import Users and Application Roles Not Creating JobID In IDCS (Doc ID 2926769.1)

While importing users and application roles, 'jobID' and 'scheduleID' are not getting created.

Only for few attempts the import is successfully generating jobs , rest of the attempts are not creating a job and so import is not possible.
