Unable to Restrict Book Access on Transfer Form

Symptoms
Book added to user in "Manage Data Access for Users", but is not restricting the Transfer form.
The Asset Landing Page and other Tasks are correctly using the restriction by book, but the Transfer page alone shows all books.
The issue can be reproduced at will with the following steps:
1. User Name: Asset Accountant
2. Seeded Role = Asset Accountant
3. Book added to user in "Manage Data Access for Users"
4. Import User and Role Application Security Data
5. All pages restricted except Transfer Search, it shows all books.
