Unable to clear transaction pending cost processing

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create and process the inventory transactions[Misc Issue]

2. Run the costing process

3. All the transactions are fully costed and final accounted 

4. Above error can be seen during period end validation
