Unable to search and add 'Terms Templates' when using the search button.

When users create or edit a Blank Purchase Agreements and Contract Purchase Agreements, under the 'Contract Terms' tab in Procurement, they are unable to search and add 'Terms Templates'

The Terms Templates are active and approved but still the user is unable to search for them.

The user has to click the Search button multiple times before getting the search results, (the list of Terms Template). If the user does not do a "Search" and goes with the defaulted

Terms Template, this worked fine. The issue occurs when the user initiate a search for a Terms Template.

Search results are expected when searching for 'Terms Templates' while using the Search button.

The issue can be reproduced at will with the following steps:

1. In Procurement, edit the Agreement
2. Initiate a search for a Terms Template by clicking the Search button
3. User then clicks multiple times before getting the search results
