How to enable segment value security for Primary Balancing Segment of the chart of accounts when Intercompany Segment shares the same Value Set ?

Here's the scenario:

1. A chart of accounts is implemented with an Intercompany segment, and assigned it the same value set as the Primary Balancing segment
2. Now segment value security is to be enabled  for the Primary Balancing Segment of the chart of accounts and to restrict groups of users to just work with their Primary Balancing Segment values/legal entities                                                                                                 
3. Because segment value security is enabled at the value set level, this means that enabling security will enforce it for both the Primary Balancing and intercompany segments
4. This is problematic because this would effectively mean that each legal entity can only trade with itself since each user would only be limited to work with their own legal entity on both the primary balancing and intercompany segments.
