P6 Web Doesn't Permit WBS Move On The Same Parent (Doc ID 2928129.1)

Symptoms

ACTUAL BEHAVIOR
---------------

When the user tries to move the WBS on the same WBS parent, the save option does not appear.
 

EXPECTED BEHAVIOR
---------------
The save option should appear after changing the WBS order on the WBS parent.


STEPS
---------------
The issue can be reproduced at will with the following steps:

  1.  Log into Web.
  2.  Go to Projects
  3.  Open a project
  4.  Select child WBS and Move Down
  5.  The save option does not appear
  6.  If we select move left save option appears.
