How Does One Create Users and assign Roles without the IT_Security_Manager Role? (Doc ID 2928686.1)

Goal

 On Fusion, Setup, Rapid Implementation and Security Setup, Find that there is a regular need to have users and assign roles.

This is easily done by a user with the IT_Security_Manager Role.

In most cases, the POD Owner would not want to grant to just about any user the IT_Security_Manager Role as this gives a wide open access to the Security Console.

Is there any other role by which we can create users and give data access except IT_Security_Manager?
