RSP: Why Is CREATE_PARTITION_PRESETUP_JOB Failing Due to Format Error? (Doc ID 2928823.1)

Goal

When running the CREATE_PARTITION_PRESETUP_JOB in POM an error is encountered:
This Job has not yet started as it wasn't submitted to the Job Admin. The Execution Engine request NUMBER, is currently in state ERROR.
Further review of the logs shows:
Error:
Job Admin call failed : {"message":"JobParameter is a comma seperated list name value pair. E.g. jobParameters=a=b,c=d,e=f. Your input(jobParameters=CREATE_PARTITION_PRESETUP_JOB=2020-09-30,pomRequestId=NUMBER,processName=RI_CREATE_PARTITION_ADHOC,jobRunId=NUMBER) does not match the format.
