Symptoms

On : 11.13.22.10.0 version, Manage Orders

Sales Order has an active Fulfillment Line Hold but still it got picked & processed further. Expectation is that as the line is on hold, It should block all the activities.

On the Hold setup - 'Hold All Services' checkbox is checked in.
