Goal
If a user wants to create a VTAP (virtual test access point) in their user-managed compartment, they should be able to use the VNIC, which is located in a different compartment, without providing the policy "manage virtual-network-family" in order to avoid full virtual-network-family permissions for the user-managed compartment.
