ACTUAL BEHAVIOR

After setting Date of Birth and Gender fields to be required for the Convert Pending Worker page, users are able to bypass the required fields without populating them.

EXPECTED BEHAVIOR

Expect users to be prompted to populate a value for the required fields.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Set Date of Birth and Gender fields to be required on the Create Work Relationship action in Design Studio.
Navigate to Convert Pending Worker page.
Users are able to bypass the required fields without accessing those regions.
However, if the regions are accessed, then the requirement will be enforced.
