Fusion 23A : BI Publisher Report Bookmarks Not Working In BI Composer

Symptoms
BI Publisher Report favorite functionality is not working as expected when the favorite reports are accessed from BI Composer
Steps :
Navigate to BI Catalog - Fusion Navigator -> Tools -> Report and Analytics -> Browse Catalog
Select a BI Publisher report that has the same name as the Folder under which it exists and mark it as favorite, verify under Manage favorites if the report has been marked as favorite
Go back to the Fusion home page and navigate to BI Composer
Navigate to - Fusion Navigator > Tools > Report and Analytics(This page is BI Composer)
Notice that after clicking on the favorite link a different report is opened vs the one actually marked as favorite in step 2
