Fusion Absence Management: Carryover Expiration Is Zero When the Expiration Occurs in the Next Calendar Year (Doc ID 2930914.1)

Symptoms

PROBLEM STATEMENT
-----------------------
The carryover expiration is 0 when the processed date is in the next calendar year. For example, the carryover occurs on 8/1/22 and expires 6 months later on 2/1/23. The carryover value is 12 and the carryover expiration is 0 when it should be 12 with no absences entered.
Repeating period is set as annually

WHAT IS WORKING
---------------------
The carryover expiration works as expected when both the carryover and the expiration occurs within the same calendar year.


STEPS
-------
The issue can be reproduced at will with the following steps:

1) Create an anniversary absence plan with an annual repeating period starting on 1/1.
2) Set the carryover expiration to 6 months. Carryover limit is Flat Amount or No Limit.
  The employee is hired between July and December.
3) Run the accruals and review the plan accrual details.
4) See the Carryover Expiration is calculated as 0 when it is in the next calendar year.
5) All other repeating periods less than a year calculates the expiration as expected.
