Project Budget Stuck In Submitted While Dual Authentification

Symptoms
On : 11.13.22.10.0 version, Edit or View Project
ACTUAL BEHAVIOR
Project budget stuck
Project P-NR has the Budget Version 2 stuck - its status is "Submitted"- but it can no longer be approved or unlocked.
The user wants to submit a new budget version but this cannot be done as we cannot move forward with Budget Version 2.
Can you please take a look and advise how we can get past this point and move further?
EXPECTED BEHAVIOR
Able to withdraw the budget version 2 and submit a new budget version
STEPS
The issue can be reproduced at will with the following steps:
1. Submitted budget version 2 for approval - its status is "Submitted"- but it can no longer be approved or unlocked
2. Trying to submit a new version - unable - because we cannot move forward with Budget Version 2
