Symptoms
On : 11.13.22.10.0 version, Global Human Resources
When attempting to Delegate a Termination/Transfer approval Transactions,
the following error occurs.

ORABPEL-30036 exception.code:30036
exception.type: ERROR
exception.severity: 2
exception.name: Invalid action on workflow task or user does not have privilege to perform this action. exception.description: Action DELEGATE on task TASK_NUMBER cannot be performed by USER_NAME.
exception.fix: Make sure that the action is valid with respect to the current state of the task or ensure that the user has privilege to perform this action on the workflow task.

The issue can be reproduced at will with the following steps:
1. Create a Approval Delegation Rule
2. Submit the Termination Transaction
