Repeated Login prompts while providing consent when setting up Oauth Authorization code security policy (Doc ID 2932139.1)

Goal

When setting Oauth Authorization Code security policy with an adapter e.g. with Microsoft Office 365 Outlook Adapter connection in OIC,
user needs to click 'Provide Consent' in order for OIC to receive Authorization code from Authorization server.
After clicking 'Provide Consent' , request is sent to authorization server which typically returns with authorization code with OIC callback url
https://<OIC_service_url>/icsapis/agent/oauth/callback
This prompts user to enter OIC credentials.

It is observed that after entering OIC credentials it is simply prompting user back to enter credentials again.
Reviewing browser logs (See Note 2262796.1 for steps) for the request, it is found that first prompt with callback url after entering credentials,
is redirecting to the url https://<OIC_service_url>/icsapis/agent/oauth/initoauth? with 401 http code.
