Symptoms

In OIC3, Functions or Operations in Mapper is empty when the language of browser is set as Japanese or Chinese.

1. Edit some integration with mapper.
2. Edit Mapper
3. Click "Toggle Functions" at Target

\When browser language is Japanese or Chinese, no functions nor operators is listed there. It's blank.
