OTM Message Center Notification is Not Working With Error "No User found in the contact DOMAIN.CONTACT_NAME for notify type MESSAGE CENTER" (Doc ID 2933058.1)

Symptoms

Sometimes, there is observation like, customer has configured the Message Center notification properly, however, he/she is not getting the update on the Global Message Center with the expected red dot.

EXPECTED BEHAVIOR
--------------------------------
Notification icon should be highlighted with RED dot whenever the corresponding event activity is being executed.


STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:

1. Enable the Message Center/Notification, as an example for "ORDER BASE - MODIFIED"
2. Modify an Order Base
3. No notification comes on the Message Center notification badge


If user captures a User/Exception Log - they can see the message as-
