Symptoms
ACTUAL BEHAVIOR

The Cost Sheet will not load for certain users.
EXPECTED BEHAVIOR
-----------------------
The Cost Sheet should open and load for all users who have permission to View it.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Navigate to the impacted Project.
- Open the impacted Business Process.
- Attempt to open the impacted Cost Sheet.
- Observe it does not load.
