Price Change Stuck In Processing State When Submitted (Doc ID 2934000.1)

Symptoms

Price change created at style / zone level with around 100k item-locations is stuck in Processing state when submitted.
However, direct approval (without submit) approves the price change successfully.

Steps to Recreate:

  1. Create a price change at style / zone level.
  2. Try to submit the price change and notice that it stuck in Processing state.
