ACTUAL BEHAVIOR
Manage Awards - Cannot access all Projects Budget after Update 23A

 
EXPECTED BEHAVIOR

For Awards funding more than one Project, Users can access all Award Project Budgets.

STEPS

The issue can be reproduced at will with the following steps:
For Awards funding more than one Project, Users cannot access all Award Project Budgets. User is only able to access the Budget for the first Project listed under Rail Stop 4.
1 - Before Update 23A
o For Awards funding more than one Project, Users were able to access any Project Budget under Rail Stop 2 or Rail Stop 4.
2 - After Update 23A
o For Awards funding more than one Project, Users still able to access any Project Budget under Rail Stop 2 but under Rail Stop 4 they can only to access the Budget of the first Project listed.

NOTE: Selecting a Project under Rail Stop 2 moves it to the top of the list. But selecting a Project under Rail Stop 4 does not move the record in the list.
