Cylindrical Load Config Planning and Loading Fails Without Constraints (Doc ID 2934616.1)

Symptoms

When an Order Release does not have constraints added (e.g., Equipment Group), the cylindrical load configuration planning and loading process fails. However, if constraints are added to the same Order Release, the planning and loading process is successful.
