Lease Payables Invoice not interfacing when frequency is Quarterly and payment line type is Stub
Users encountered an issue when a Quarterly payment is not interfacing to Payables when the payment line type is "Stub". This is true if the stub is at the beginning or end of the payment schedule.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create a payment where the frequency is Quarterly.
2) Add a stub payment on the payment lines.
3) Process Lease Payments for the stub payment.

Outcome:
1) In Scheduled Processes, viewing output for Process Lease Payments showed that all payments processed successfully.
2) Viewing the Import Payables Invoices Report shows that the Stub payments were rejected.
3) Viewing the Payment Schedules tab on the lease itself shows the stub invoices interfaced but the link to view the invoices is not available.
