Oracle Fusion Recruiting Cloud: Questions being loaded via HDL cannot be Open/Edit due to Remote Region Error (Doc ID 2935831.1)

Symptoms

Problem Description:

Questions were successfully loaded via HDL (My Client Group > Data Exchange > HCM Data Loader > Import and Load Data > Import File - Green Status/No error)

When attempting to view/edit these questions in the Question Library (Setup and Maintenance >Search > Question Library > Click the question loaded via HDL > Edit),

the following error occurs:

Unable to retrieve content. Additional information for "Remote Region error #42"
