On : 11.13.23.01.0 version, Data Load

ContentNumber update is not allowed in the HDL

oracle.jbo.JboException: JBO-Content update is not allowed!: STRINGMANAGER: Key: Content update is not allowed! not found in bundle oracle.javatools.resourcebundle.ResourceBundle
