ACTUAL BEHAVIOR

Users are able to add inactive suppliers on a contract in Lines & Parties tab.

EXPECTED BEHAVIOR
-----------------------
User can't add inactive supplier on a contract in Lines & Parties tab.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create contract
2. Add inactive supplier to parties tab
