User is unable to complete a segmentable activity with synchronization error

Symptoms
When user is trying to complete activity with flag "Segmentable activity is finished", the error "Your request couldn't be processed. Please contact your administrator" is thrown. Additionally, the following sync error is logged into Activity History: "Unable to terminate a segmentable activity that has a started segment"
