LiveLabs Data Load fails with OCI-IAM integration

The LiveLabs development is going on for OAG and specifically the new integration with OCI-IAM. However, the Data Load fails. Validation passes all the time now, but still Data Load fails.

The issue can be reproduced at will with the following steps:
1. Create a new Service Instance
2. Raise a request to enable OCI-IAM as a target connected system
3. Configure a new Cloud target and provide required data
4. See that Validation passes, but data load fails

The issue has the following business impact:
Due to this issue, OCI-IAM as a target cannot be used
